At Rockport-Fulton ISD, we believe every student deserves a safe, respectful, structured, and focused learning environment where they can thrive academically, socially, and emotionally.

The RFISD Behavior Framework serves as our district's guide for teaching, supporting, and responding to student behavior across every classroom, campus, and learning environment. It establishes a shared understanding between students, families, teachers, and administrators about expectations, support systems, communication, and accountability.

This framework is not simply about discipline. It is about creating schools where learning remains the focus, students develop the skills necessary for success, teachers can teach, and families are valued partners in the educational process.

Why We Created the RFISD Behavior Framework

Throughout the 2025-2026 school year, RFISD gathered feedback from students, staff, parents, campus leaders, and community members through surveys, focus groups, community conversations, and the RFISD Behavior Framework Task Force.

While many strengths were identified, a consistent theme emerged:

We needed greater consistency in how behavior expectations are taught, reinforced, supported, and addressed across classrooms, campuses, and between school and home.

Specifically, stakeholders identified concerns regarding:

Inconsistent behavior expectations across classrooms and campuses
Different adult responses to similar behaviors
Loss of instructional time due to disruptions
Teacher frustration and a desire for greater support
Lack of clarity regarding behavior processes
Inconsistent communication between school and home

The RFISD Behavior Framework was developed to address these concerns while ensuring every student experiences a predictable, supportive, and effective learning environment.

Our Purpose

The purpose of the RFISD Behavior Framework is to:

Establish clear and consistent expectations for behavior
Protect instructional time
Build student responsibility and accountability
Strengthen relationships between students, staff, and families
Create safe, structured, and engaging learning environments
Support teachers through consistent districtwide practices
Ensure fair and predictable responses to student behavior
Foster strong partnerships between schools and families

When fully implemented, every student, parent, teacher, administrator, and substitute in RFISD will know what is expected, how behavior is supported, and what they can count on from one another.

The RFISD Tiered System of Support

RFISD uses a Multi-Tiered System of Support (MTSS) to meet students where they are and provide the level of support they need.

Tier 1: Universal Support for All Students

Every student receives:

Consistent classroom systems

Approximately 80-90% of students should be successful with Tier 1 supports alone.

Tier 2: Targeted Support

Some students may need additional support, including:

Check-In/Check-Out systems
Social skills groups

Behavior tracking

Mentoring and adult connections

Tier 3: Intensive Individualized Support

Students with significant behavioral needs may receive:

RFISD utilizes Safe & Civil Schools' CHAMPS and ACHIEVE frameworks to create consistency across classrooms and campuses.

Is this framework about punishment?

No. The framework focuses first on teaching expectations, building relationships, providing support, and protecting learning environments. Consequences remain important but are only one part of a larger system.
