Personal Communication Device Rule

House Bill 1481 was passed by the Texas Legislature during the 89th Legislative Session in 2025 and subsequently signed into law by Governor Greg Abbott. Previously, guidelines regarding students and communication devices like cell phones were optional and left to the discretion of individual districts. However, with the new law in place, all school districts are required to adopt guidelines prohibiting the use of personal communication devices during the school day on school property. 

Students will not be permitted to use personal communication devices during the school day while inside school property. Personal communication devices must be stored in a backpack and must be turned off during the entirety of the school day. 

A cell phone such as a smartphone or a flip phone, tablet, smartwatch, smart glasses, wireless headphones and earbuds, radio device, or any other electronic device capable of telecommunication or digital communication. The term does not include an electronic device provided to the student by the school district. 

The school day is defined as the period from when students enter the campus in the morning until they leave the campus at dismissal time at the end of the day.

No. The law only applies during the school day. Students may use their devices after the dismissal bell, including for extracurricular activities or transportation needs. 

No. Phones must remain off and put away throughout the entire school day, including during restroom breaks and lunch. This is part of ensuring compliance with the law and protecting student privacy in restrooms.
